This makes it possible to cancel a pending rehash, and fixes possible
threading issues with rehash and other events.

1.2 may now be made casemap-aware via a module setting national_case_sensitive_map to their own table, and resetting to the RFC table on unload.

match() is no longer a function+no header, now a static method of InspIRCd class, blah blah blah.
