This check on uplink was not sufficient. It has been replaced by marking
children of a bursting server as bursting, so the uplink is no longer needed.

Be a hell of a lot more strict about malformed UID commands. We've always been strict in the past, for some reason, we were previously very permissive about broken UID - there is no reason to be.
