Fix a couple of issues
- Wrong doc for Snomask::GetDescription()
- Incorrect idle time when WHOISing remote users
- String + int = garbage
- Remote MODE commands (user mode changes) being broadcast in addition to being forwarded
- Incorrect revision being shown
